It actually comes out in January 2008, not September (that'd be such a wait!). I think they may have to translate it, but it should be available in English. Though, maybe not a lot of people know English, and they want to translate it into the local language? I don't know.
If you want it when it comes out, your best bet is eBay or Amazon.
Ei. Arigato! Yes they translate it, Usually, the Chinese or the Japanese does all the translating...

... how is this boy in prison able to find the parts and the room to build a flying machine. And if this is the prison I'm thinking of then how is it that he is able to get the flying maching into open air and have enough room to get enough speed to take off?

I've done some complex calculations, and, it turns out that your mind is so narrow that it could through these two dots ':'.
Firstly, take into account the "two years," part. Secondly, look at the "glider," part. Think how easy it is to make a piece of paper glide... just fold it into a plane. He has developed a glider to get off of the island. He builds the machine later on in the book.
